Only helped once labelled? 4Rs Mental Health Month vs the ADHD support plan

Within a single week, two pieces of policy news about children’s mental health landed together. The Education Bureau announced that October 2026 to January 2027 will be the “4Rs Mental Health Month”, encouraging all Hong Kong primary and secondary schools to run school-based wellbeing activities. At the same time, the Policy Address announced a plan to “strengthen support for students with attention deficit / hyperactivity disorder (ADHD)” from the 2026/27 school year, trialled for three years starting 2027/28.

Both initiatives want to help children — but they walk two very different paths. And those two paths raise one crucial question: does a child have to carry a label before they deserve support?

💡 Two routes, two worldviews

“4Rs Mental Health Month” represents a universal route: the whole school, every student included, no need to prove you are “a problem”, no waiting for a diagnosis. The 4Rs stand for Rest, Relaxation, Relationship and Resilience — the baseline that everyone needs.

The ADHD support plan walks a different path: you need a diagnostic label to get through the gate. You are “an ADHD student”, so you qualify for group training and extra support.

One says “everyone is included”; the other says “first prove you have a problem”. Both matter — but their starting points are worlds apart.

🚪 A label becomes a ticket

Here’s the problem: plenty of children are genuinely suffering — distracted, restless, emotionally overwhelmed, dreading school every day — but they are not “typical” enough to earn that diagnostic label. So what happens? They get left outside the support.

A label is meant to “identify need”, but once resources follow the label, the label becomes an entry ticket. Children who cannot get the ticket have to carry the weight alone.

🌍 Classroom climate matters more than a code

Holistic psychology believes “the whole is greater than the sum of its parts”. Whether a child can hold on is not decided by a single diagnostic code — it is decided by the whole environment: the teacher’s load, the relationships between classmates, family expectations, the pressure of homework.

A warm classroom with a sense of belonging can catch many “not-typical-enough” children. A classroom where everyone is just getting by may fail even the children who have labels.

💧 Be Water: support should flow with need

Bruce Lee said “Be Water”. Support should not be a rigid mould you have to fit into before you qualify — it should flow to match the shape of a child’s real need.

Some children need “mental-health literacy for the whole school”; some need “targeted group training”. Both matter, but the universal layer is the most fundamental safety net — it catches every child, including those who could not get a label but are struggling just as hard.
